ABACO’s team was active last week as our colleagues Petar Djurovic, Maja Radunovic Culafic, and Zlatko Imamovic, as members of the Montenegrin Maritime Law Association (MMLA), participated in and contributed to the 7th Adriatic Maritime Law Conference (AMLC), held in Izola, Slovenia, from 9 to 11 April.
Over two days, the conference gathered leading legal experts, academics, and policymakers from across Europe, addressing key developments shaping the maritime sector in the Adriatic region and beyond.
Petar Djurovic presented his research “A Way Forward for Ship’s Register in Montenegro” within the session Recent Developments in the Unification of Maritime Law and Implementation of International Conventions at the National Level. His research offers a comprehensive strategic assessment of the Montenegrin Ship Register (MSR), analyzing global flag choice trends and benchmarking Montenegro against the world’s most competitive registries. The research identifies structural, legal, and institutional gaps and proposes a long term reform pathway aimed at modernizing maritime governance, strengthening flag state performance, and positioning Montenegro as a credible and attractive registry for international shipowners.
Maja Radunovic Culafic delivered a keynote presentation titled “Navigating Change Montenegro’s Evolving Maritime Legal Framework”, offering insights into the country’s ongoing legislative transformation and challenges facing ahead of EU accession. She also chaired the session Decarbonization in the Shipping Industry and Alternative Fuels, facilitating discussion on evolving IMO and EU regulatory frameworks, civil liability implications of alternative fuels, insurers’ perspectives on emerging risks, and the regulatory and educational challenges faced by seafarers in adapting to low and zero carbon technologies.
Zlatko Imamovic, in the session Protection of Marine Environment and Exploitation of Resources of the Adriatic Sea, presented his research “Marine Protected Areas in Montenegro Legal Framework, Management and Protection”. His contribution provided a deeper understanding of Montenegro’s evolving approach to marine conservation and the growing national awareness of the importance of protected marine areas.
